== Background == Following the Cuban Revolution that brought Fidel Castro into power in 1959, the United States has maintained an embargo on Cuba since 1962 after the Castro administration nationalized all U.S. properties. The severity of the embargo has varied over time, with a notable thaw in relations under President Barack Obama. The impact of the embargo became particularly consequential only after the collapse of the Soviet Union and the Eastern Bloc in 1991, who collectively supplied between 70% and 80% of Cuba's imports.
